Don't forget that when you pull up a U.S.C. section in Lexis or Westlaw, Shepards and Keycite (Citing References tab), and Context and Analysis tabs can be used to find secondary sources discussing the U.S.C. section.
You may want to look at Congressional reports for pending legislation or for legislative history.
