Hierachy of Laws and Decrees
Constitution The supreme law. Adopted by the Constitutional Assembly in Phnom Penh on September 21, 1993, and amended since then.
Law (Raja Kram, Royal Kram) Approved by National Assembly and the Senate, signed and promulgated by the King.
Royal Decree (Raja Kret) An executive regulation issued by or in the name of the King at the request of the Council of Ministers.
Sub-Decree Executive regulation issued by a Ministry, adopted by Council of Ministers and signed by the Prime Minister.
Ministerial Order/
Proclamation (Prakas)
Regulations made by a ministry, signed by minister.
Decision
(Sech Kdei Samrach)
Made by prime minister, minister for a temporary purpose. OR a final and binding decision of the Constitutional Council.
Circular (Sarachor) Administrative tool that is not legally binding, signed by minister or Prime Minister. Issued to explain and provide guidance.
Local regulations, Bylaws (Deika) Issued by local councils
