Click on Login/Register in the top right. You need to have a Login.gov account to use EDIS. The first time you try to access EDIS, you will be directed to create a Login.gov account.
You have to make the Login.gov account, and then make the EDIS account. The EDIS account asks for a fax number (I used the Law Library fax number 330-972-4948. I was able to set up an account and access EDIS to see documents filed in 337 proceedings.
